HURRICANE SEASON IS HERE; BE PREPARED

JUNE 2001 - Experience has shown that the manner in which a community prepares for a tropical storm or hurricane determines how effectively it can respond and help during a real crisis. Fortunately, the island of Oahu has been spared the wrath and devastation of a major hurricane for several years now, following the glancing blows on the leeward side of the island by Iwa and Iniki.
Perhaps many in the community have grown complacent and adopted an attitude of “not her…not now!” This could be a big mistake, as hurricanes are known to follow highly unpredictable paths.
Fortunately, Mililani is located away from the coastline, which lessens the possibility of evacuation or major flooding from high tides. However, there is always the danger of structural roof damage and flying debris from glass breakage due to gale-force winds. Electricity and water supplies could be interrupted for days or even weeks.
The following is an alert to residents as to what should be maintained in a survival kit in preparation for a hurricane and what steps to take in the event such a storm occurs to protect your family and property from receiving major injuries or damage.
Normally Hurricane seasons extend from June 1st to November 30th each year. If residents have not already done so, they should make the following preparations:

  • Learn the location of nearby designated shelters.

  • Create a family plan of action. If a storm strikes when family members are not all together, have a pre-arranged plan to meet at a certain location.

  • Take the time before a storm, to trim the dead wood and branches from the trees and shrubbery in your yard.

  • Inspect your residence for loose rain gutters and down-spouts.

  • Stock up on survival kit items. (A list is included below).

  • Make contingency plans for the safe keeping of your pets.

If the arrival of a hurricane is immanent (i.e. within the next thirty-six hours) and a hurricane watch is in effect, residents should prepare by doing the following:

  • Fill the gas tanks in all of the family vehicles.

  • Review/inspect all items in your survival kit.

  • Remove outdoor canopies, awnings and secure all loose objects on the exterior of your home that could possibly become missiles in gale force winds.

  • Check flashlights, portable radios and tv’s to insure that batteries are operating correctly.

  • Use the phone, only in an emergency. (This includes cellular phones)

If a hurricane is expected to strike within twenty-four hours, residents should take the follow actions:

  • Board up or tape windows on the residence.

  • Sterilize plastic containers and fill them with fresh water. Plan on the use of one-half gallon of water per person, per day.

  • Adjust the refrigerator and freezer settings to the coldest available.

  • Turn off the electricity to swimming pool pump/filter systems and add extra chlorine to the pool water.

  • Remain at home. Leave the streets open for emergency vehicles and for other residents to make the necessary preparations. Use the roads only if necessary.

A typical survival kit should contain all of the following items at a minimum:

  • A four-week supply of medicines and necessary medications.

  • A five-day supply of perishable foods.

  • Non-perishable dietary foods, if necessary.

  • At least one good-sized ice chest.

  • A supply of fresh water, as noted above.

  • An ample supply of pet food if necessary and extra water for the animal(s).

  • A sufficient supply of candles and matches.

  • Fuel for lanterns or cooking on hibachis or portable stoves.

  • A supply of pillows, blankets, sleeping bags, air mattresses and an extra supply of clothing and, if necessary, eyeglasses.

  • Flashlights, portable tv and radio, with a supply of batteries.

  • Personal hygiene items. (i.e. toothpaste, soap, deodorant, etc.)

  • Any special items needed for infant, elderly or disabled members of the family.

  • An ample supply of games, books, playing cards and toys for entertaining both adults and children.

  • Any important papers. (i.e. drivers license, insurance policies, special medical information, etc.) These documents should be sealed in a waterproof container.

  • An emergency first-aid kit and a water purification kit.

The time to make these preparations is NOW. Hopefully, the occasion to actually use this information will not occur. However, it is always more prudent to be prepared…just in case.

MTA BOARD ENDORSES BARK PARK

JUNE 2001 - At the April 18, 2001 meeting of the MTA Board of Directors, Special Resolution Number 372 was unanimously approved by the members of the Board.
The Resolution, printed below in its entirety, indicates support of the City & County of Honolulu’s proposal to create a bark park within the Mililani community. Current City & County plans call for the bark park to be located in Kamaio Park.
Following the approval, Mr. William Balfour, Jr., Director of the Department of Parks & Recreation, in a letter to MTA Board President Eric Matsumoto, thanked the Board for its support and indicated that plans for the park are currently under review with Don Kusunoki, Leeward Oahu District Manager for Parks and Recreation.
The following is the Special Resolution adopted by the MTA Board of Directors:

SPECIAL RESOLUTION NO. 372

MTA BOARD SUPPORTS THE ESTABLISHMENT OF A BARK PARK

IN THE CENTRAL OAHU DISTRICT

OBJECTIVE: To indicate that the MTA Board supports the construction of a Bark Park in the Central Oahu District.

WHEREAS, the MILILANI TOWN DCC&R was established for the purpose of enhancing and protecting the value, desirability and attractiveness of the properties; and

WHEREAS, the MILILANI TOWN DCC&R By-Laws, Article II, Section 3 grants the BOARD all of the powers to manage and to control the affairs of the ASSOCIATION which are granted by law and the MILILANI TOWN DCC&R; and

WHEREAS, the City and County of Honolulu has indicated its desire to establish Bark Parks throughout Oahu; and

WHEREAS, there are a tremendous number of dog owners residing within Mililani Town Association who would welcome such a Bark Park conveniently located for Mililani Town residents; and

NOW THEREFORE, BE IT RESOLVED THAT the MTA BOARD supports the City and County of Honolulu, Parks and Recreation Department’s plan to establish a Bark Park within the Central Oahu District in close proximity to Mililani Town.

BE IT FURTHER RESOLVED THAT the MTA BOARD recommends that residents adjacent to the selected Bark Park site be afforded an opportunity to submit their suggestions and concerns.

MAINTENANCE ASSESSMENT EXPLAINED

JUNE 2001 - The Mililani Town Declaration of Covenants, Conditions and Restrictions (DCCR’s) requires that the Board of Directors develop a budget 30 days before the start of each fiscal year.  The expenses are then divided and assessed by the Board as a “maintenance assessment” against the Owners.
This maintenance assessment is used to pay for the expenses related to carrying out the duties and obligations of the Association.  For example, maintenance and repair of the common areas i.e. recreation centers, landscaped parcels along roadways, etc.
The Association is also mandated to obtain and maintain in force insurance coverage for fire, bodily injury and property damage.  Despite recently initiated application fees, expenses related to the required Design Committee review of plans for improvements to residential properties is still a major cost to the association.
Expenses relating to the enforcement of covenant restrictions, the Mililani Town Rules and the Design Committee Rules are likewise paid with the assessments.  In addition, the general operating expenses of wages, benefits and equipment/supplies to conduct the administrative functions of the association is a daily expense for MTA.
The Mililani Town DCCR’s, Section 6.02(d) require that assessments be paid by the Owners to the Association in equal quarterly installments on or before the first day of each January, April, July and October.  If the Owner does not pay such assessments when due, the Owner is deemed in default by the documents.  The Mililani DCCR’s do not require that the Association “bill” Owners for the maintenance assessments.  However, MTA does send out invoices merely as “reminders” to the Owners of their obligation.  Therefore, regardless if the Owner receives such a reminder or not, the Owner is still obligated to make payment by the deadline for the respective quarter.  Simply put, the excuse “I didn’t receive a bill” will not absolve the Owner from being charged the $10.00 Late Fee.

Owners with questions regarding their account or related assessment matters may call the Administration Office at 623-7300, Mondays through Fridays during normal business hours from 8:00 a.m. to 4:30 p.m.  Owners wishing to have their maintenance assessment automatically withdrawn from a bank account can do so through a SurePay Program.  This service is free and available through almost every bank and savings institution.  The program eliminates the worry of meeting deadlines and the expense of postage for Owners. For application form or additional information, call the MTA Office.
